Siberian Academy for Public Administration (SAPA) was established in 1991 under the decree of the President of the Russian Federation.

Mission of SAPA is to train qualified civil servants for all Regions of Siberia, such as:
   - Republics of Altai, Buryatiya, Khakasia, Tyva;
   - Krasnoyarsk and Altai Regions (Krai);
   - Novosibirsk, Omsk, Tomsk, Irkutsk Regions (Oblast);
   - Autonomous-national districts: Taimyrsky (Dolgano-Nenetsky), Evenkiisky,
      Ust-Ordynsky-Buryatsky, Yamalo-Nenetsky.

The main scientific/educational activities of the academy are the training of personnel for state and municipal bodies (5-year course)

  • State and municipal management with qualification as a manager. Specializations in:
       - public administration
       - jurisprudence of state and municipal administration
       - personnel management
       - public sector economics
       - management of social services
       - public relations management
       - management information systems

  • Finance and credit with qualification as an economist. Specializations in:
       - taxes and taxation
       - financial management
       - state and municipal finance

  • Jurisprudence with qualification as a lawyer. Specializations in:
       - public law
       - civil law
       - criminal law

  • Interpreter-translator in the field of professional communication in the specialties mentioned above with additional qualification as an interpreter-translator.
